最低時給制度があるアメリカ

日本で普通にファミリーレストランやコンビニでバイトをするときの時給って
どうやって決まっているのかな〜って考えた事が有りますか？

予測の範囲でしかないのですが…その地域での平均的な時給を元にしているのが
一般的だと思います。私の住んでいる埼玉で見ていると時給750〜800円ぐらいで、
他の地域と比べて高い/低いは有るのかもしれませんが近隣の地域はほぼ一律
その値段で付いているようです。

ここでも少し思いましたね…何とも日本的な決め方だと。廻りを見て、
自分のところを決める方法を取っているのですよ。こういったところにも
“長いものには巻かれろ”的な発想が有るとは、面白いですね。

この時給が気になったのも、先日創業セミナーに参加している際に僕の隣に
座った喫茶店経営を考えている男性が…パートやアルバイトの時給は
今どのくらいかと言う話になったからです。

経営をする際には、一日にどれだけの売上をあげたいか…そして日給として
自分一人、そしてアルバイトを使ったときにはどれだけ払えるかなどと言う事を
考えるのが重要だそうです。何か聞いてしまうと当然の様な気がするのですが、
私は正直なところここまでは考えていなかったです。

その方は…一日の売上が8万5千円、自分の日給は1万5千円、アルバイトは5千円で
考えていました。頑張って30日働くと月の売上が255万円になり、自分の月給は
45万円、アルバイトは15万円という計算で、まあまあ妥当なラインでしょう。
（その他にも固定などが掛かり、お金は殆ど残らない計算だそうです）

厳しい世界だと言うを改めて実感しました。自分で商売するのは一人で全部
やらなければならない割には、利益を出すのが厳しいですね。


さて…今日の新聞でウォルマートが労働組合から散々叩かれているとの情報が
ありました。

あまり日本では馴染みがない会社ですが、“Everyday Low Price”（毎日が低価格）
という路線を確立していて着実に利益を挙げ続けている会社です。物を安く売る
には、アメリカでも自国生産の物を出していたのでは駄目で、海外（特に中国、
ブラジル、インドなど）から品質が良くて労働賃金が安い国から仕入れるという
方法になって来ます。

日本でも最近は物価が安く抑えられる傾向に有りますが、その走りはウォル
マートの戦略から来て居るのではないかと思います。

そして…ウォルマートでの従業員は基本的にアルバイトやパートタイマーの
割り合いが大きくなります。時給にして5.15ドル（1ドル、118円換算でも
607円です）と言うのがアメリカ政府から決められている最低賃金と言うもので、
どの企業もこれを守らなければいけませんが、これを超える賃金を保証する
ところはないに等しいと言えるでしょう。

何が今回の論争になっているのかというと…労働組合は、ウォルマートの
低価格戦略は安い従業員賃金の上に成り立っていると言うのです。従業員にも
最低賃金しか出さないから、商品の価格を抑えることが出来るような構造に
なっているのだと。一方、ウォルマートの経営陣は反論していて、システムの
統合など店舗経営に必要な経費を削減しているので低価格が実現できていると
反論しているとの事です。立場によって言っていることが違うだけで、
それ程差異は無いような感じもしなくは無いのですが…。

日本ではここ最近、労働者組合の力が弱まってきていたのを感じてましたが、
そのうちに復活したらこのような論争にならないとも限らないような出来事ですね。
